The latter becomes \u201cpolarized between some big firms that are not very efficient and an informal market\u201d. As a consequence, \u201cthe sector overall growth is less\u201c.\n\nAnother factor that can hamper growth in the MENA region\u00a0is the economic and political climate. Ms. Ghada Tayem (University of Jordan), specialized in the case of Jordan, declared that the country was affected by \u201cthe global recession\u201d but also by the \u201crefugee problem\u201d, since the country is \u201creceiving refugees from Iraq and Syria\u201d.\nMoreover, \u201cpolicy makers have not designed great policies to create jobs and employment.\u201d she added. As a result, Jordan has been \u201csuffering from low growth and high unemployment, especially among the young and educated, during the past 10 years.\u201d\nThe government could encourage local firms\nLast but not least, the business climate could be an obstacle. In Egypt for instance, \u201cafter the Revolution, a lot of economic indicators changed and the country lost a lot of trust in investment\u201d, explained Ms. Nesma Ali (D\u00fcsseldorf Institute for Competition Economics).\n\nThen, what should be done to regain trust again in the investment climate? \u00a0Ms. Ali clarified that there is a need to improve the business environment of the country. \nThe main growth perspective in Egypt is \u201chow to induce innovation and investment in the country\u201d. Another way is trying to \u201cenhance local private sector and local production.\u201d The government could encourage local firms to be more productive, to export, and enable them to become competitive \u201clocally and internationally\u201d.\nObviously, she emphasized that achieving these goals is challenging because it depends on several factors, and issues that need to be addressed in the country like the \u201clack of innovation, the limited \u201caccess to finance\u201d, and poor education skills of managers and employees\u201d. Also, \u201cthe informal sector\u201d is weighing on the country. Ms. Ali estimated however that by taking into consideration all of this, it is possible to reach a very good growth level.\nMs. Ali\u2019s proposals regarding innovation and private sector development concur partially with World Bank vision.
