The Ministry of Agriculture estimates that one-fifth of the country&#8217;s agricultural land has been affected, directly or indirectly, by the conflict, with three-quarters of farmers in the south having had to abandon their land, leading to losses of up to 50% in some sectors (particularly fruit, olives, honey, beef, and lamb).\n\n    \n  \n\n\n  \n    \n      \nThe number of displaced people has surpassed one million, more than a fifth of the country&#8217;s population, far exceeding the peak in 2024. Similarly, energy prices are rising sharply, with a nearly 50% increase for diesel, used in private generators, which are the primary source of electricity production. The national utility, \u00c9lectricit\u00e9 du Liban (EDL), is only providing 6 to 8 hours of power per day.\n\n    \n  \n\n\n  \n    \n      \nThis situation is worsening all macroeconomic indicators and the country&#8217;s public finances.\n\n    \n  \n\n\n  \n    \n      \nIn March, government revenues fell by 30% compared to January, despite expected higher receipts due to property tax collection. The anticipated decline is even further, at 50%, for April, due to decreased consumption and the inability of displaced people to pay their taxes. Remittances from the diaspora are also expected to decline, by a cumulative 20%, whereas they normally represent almost one-fifth of Lebanon&#8217;s GDP. The contraction of GDP in 2026 could thus be between 12% and 16%, according to a recent study by the Institute of International Finance (IIF).\n\n    \n  \n\n\n  \n    \n      \nLebanon&#8217;s financial needs will consequently become increasingly urgent.\n\n    \n  \n\n\n  \n    \n      \nThe external balance is expected to deteriorate sharply, with the rising cost of oil imports and the decline in external financial flows. Foreign currency needs are approximately USD 400 million per month, to cover both the Central Bank of Lebanon&#8217;s circulars authorizing withdrawals of &#8220;fresh&#8221; dollars and certain transfers, particularly social transfers and the payment of civil servants&#8217; salaries.
